Bernard brings over 23 years of policy, research, legislative and regulatory experience across the public and private sectors. His background includes roles at Georgia Electric Membership Corporation as Manager of Legislative and Regulatory Affairs, the Georgia Department of Community Affairs as Assistant Commissioner, Georgia Power Company as Senior Analyst in governmental affairs, and Southern Company as Policy Analyst for Federal Legislative Affairs, where he managed Political Action Committees.

Ellen specializes in becoming a policy expert on the issues she undertakes, including taxation, healthcare, telemedicine, transportation, education, attorney practice issues, child protection, and domestic violence. She was appointed to the Governor's Education Reform Commission, chaired the Department of Community Health Advisory Committee on Women's Health, and has served on multiple gubernatorial committees across three Georgia administrations. Over the course of her career she has secured more than $60 million in funding for her clients, and in 2013 conducted a national review of telemedicine law.
